It actually isn't paint on the base at all. It is a plastic film used for RC airplanes called Monokote. This particular color of Monokote is called insignia blue. I went to sherwin williams and got a matching color for the part that sits on top of the base with the exhaust ports. I will also paint the head the same color.
I use a sealing iron on the backside of the piece to secure the Monokote then use a heat gun on the front that provides the mirror finish you are seeing.

P.S. I will also be using strips of Monokote to seal the cracks up between the base pieces. I have a ton of finish work left.

Monokote's a good idea for this kind of thing. I haven't heard of that being used on others, but it's kind of an obvious material to consider in hindsight. Any trouble keeping bubbles out?
