I found a couple of reference photos I hadn't seen before of a droid on a Treadwell Base.

I've seen a shot of this one before (found it - see below) but I never saw detailed photos like these of him. Great find.

Uploaded to the Treadwell gallery keyword tagged with WED-9-M1 so that search can find them. 

And I gave him a wiki page - not that there's a lot of info.  Including a Visual Droid Index link so he might be findable.

So, not to bump up an old thread but...

The " head " looks like a couple of airplane propeller spinners or nose cones.

The hands look like some form of manual shoe stretchers.

Based on other droids they built for ANH it's probably British made from the late 60's/early 70's.

Gee, that narrows it down ;-)  Should be a piece of cake to figure out now!

But the shape doesn't seem that tough to model (though that's not a lot of references).

Is there a toy for this one? On occasion, with these really obscure background droids, you can use a toy to fill in some of the missing information in the back. The toys are usually pretty lean on detail and the toy manufacture probably just made it all up 'cause they didn't have any better reference than you do, but at least it makes it consistent with 'what's out there'. (and you don't have to think as hard about what to do with the areas of the droid you don't know what to do with Wink)
